Pastor/Head of Staff

Frank became Pastor/Head of Staff at Westover Hills Presbyterian Church in September 2013.

A native of Baton Rouge, Louisiana, Frank received his Master of Divinity degree from
Eden Theological Seminary in St. Louis, Missouri, a seminary of the United Church of Christ (UCC), where he received the Interpretation Award for academic achievement.  He received his undergraduate degree with honors from the University of St. Thomas in Houston, Texas, and a Doctor of Jurisprudence with honors from the Tulane University School of Law in New Orleans, Louisiana. 

Frank has served on General Council, the Permanent Judicial Commission, and the Committee on Ministry of the Presbytery of Arkansas. 

Frank is married to Donna Bates LeBlanc, an Advanced Practice Nurse at the Donald W. Reynolds Institute on Aging at UAMS.  They celebrated 30 years of marriage in December, 2013. 

Frank and Donna have one daughter, Sophie LeBlanc, a 2013 graduate of the Sam M. Walton College of Business at the University of Arkansas who works as a Business Analyst for J. C. Penney Company, Inc., in Plano, Texas. 

Frank enjoys playing guitar, trout fishing, Cajun cooking, classic films, jazz and reading. He cheers for the New Orleans Saints, the St. Louis Cardinals, and avidly Calls the Hogs!
